Interviews and surveys with 62 emergency managers are used to determine which social factors best predict the effectiveness of community disaster response over a range of events. Regression analysis is used to evaluate response effectiveness. Primary focus is given to communication and coordination strategies that were employed in the previous year. Results show that several factors determined the effectiveness of responses. They include: coordinating more with emergency manager’s, advanced domain consensus, longer lead-times, more training activities, increasing involvement of emergency managers, and employing more supervisory tactics by emergency manager’s prior to response.
